Dr. Stephen K. Ma, Professor of Political Science, a twice recipient of the Fulbright Senior Specialists grant by the J. William Fulbright Scholarship Board and the Bureau of Education and Cultural Affairs of the U.S. Department of State, and a recipient of the Foreign Sinologists grant by HANBAN of China's Ministry of Education, is Director of the Institute for Executive Leadership at California State University, Los Angeles.

He has earned his Ph.D. at University of Alberta, Canada. His teaching and research fields include Public Administration (Administrative Ethics, Comparative Public Administration, Organization Theory, Organizational Behavior), International Relations, and Comparative Politics (Canadian Politics, Chinese Politics).

He has authored/co-authored, edited/co-edited eleven books, in English or Chinese. His research articles have appeared in Pacific Affairs, Asian Survey, Journal of Contemporary China, Chinese Public Administration, Asian Journal of Political Science, International Journal of Public Administration, Policy Studies Review, and Crime, Law and Social Change. He has contributed to Handbook of Economic Development (1998), Administrative Reform and National Economic Development (2000), Where Corruption Lives (2001), Administrative Culture in a Global Context (2005), Public Administration in Transition (2007), and Global Environmental Challenges (2008). In addition, he has written numerous book reviews for Choice, a publication of the Association of Colleges and Research Libraries, a division of the American Library Association. He also wrote book reviews for China Review International and Perspectives on Political Science.

He served as a referee for Global Corruption Report (2003 - 2007). He also served as a manuscript reviewer for China Information, Comparative Politics, Crime, Law and Social Change, Public Budgeting & Finance, Regulation & Governance, The Social Science Journal, Bedford/St. Martin's, Cornell University Press, HarperCollins Publishers, Houghton Mifflin Co., Longman Publishers, Oxford University Press, Prentice-Hall, Inc., Wadsworth Publishing Co., and Routledge, Taylor & Francis. He is a member of the Editorial Board of International Journal of Public Administration.
